OfReg is the Cayman Islands’ independent economic multi-sector regulator.

We regulate the energy market by promoting competition in, reliable supply, security, and the efficient operation of the Cayman Islands electricity industry for the long-term benefit of consumers at competitive prices.

We effectively regulate the market through monitoring and reporting, enforcement, and compliance.

We work towards protecting the rights of electricity consumers in the Cayman Islands, ensuring they receive a dependable power supply at the lowest possible cost. Our team is committed to facilitating the generation of electricity from alternative and renewable resources to reduce the dependence of the Cayman Islands on fossil fuel while meeting the climate goals adopted in the country’s 2017-2037 National Energy Policy, in addition to the core activities that we undertake.

In consultation with other agencies within the Cayman Islands Government, we promote the development of environmental and efficiency standards for the electricity industry licensees in the Cayman Islands.

What we do

We develop, administer, and enforce the regulatory framework that governs nearly every aspect of the Cayman Islands’ electricity industry including transmission and distribution, system operation, security of supply, safety, reliability, and service. 

We also play an advisory role to Government on issues related to electricity.

We analyse and monitor the performance of the market and the electricity industry and make the information available on our website.

We help develop the industry through education, consultations, guidelines and rules, information, regulations, and innovation arrangements. 

Our usual work focuses on addressing key questions that affect the long-term benefit of electricity consumers. This work includes licencing reviews of rates, tariffs, charges utilities capital expenditure plans, and fees, determination of the allowable rate of earnings in establishing rates and acts on applications for the acquisition, sale, disposition, or other exchange of utility properties, including mergers and consolidations.

Additionally, OfReg tracks incidents, such as outages, that affect supply voltages to ensure power quality is maintained.

OfReg also regularly releases electricity-related statistics for the Cayman Islands.


We are also responsible for the protection of Critical National Infrastructure (CNI) and the essential services it provides for everyday life. A CNI framework is being developed to enhance the resilience of our critical infrastructure to ensure the continued operation of critical energy infrastructure against all hazards.
